MANILA – The mayor of Aloguisan, Cebu resigned on Wednesday, weeks after the Office of the Ombudsman dismissed him for grave misconduct.
In his resignation letter that reached the Department of the Interior and Local Government, Augustus Caesar Moreno cited “personal problems” as reason.
His son Cesar Ignatius, the vice mayor, will take his place.
“Due to personal problems that I am presently facing and in order not to hamper the services that the municipality deserves, I am formally tendering my resignation effective Feb. 15, 2017,” said Moreno.
“This is a very difficult decision that I have to make, considering the trust and loyalty that the people of Aloguinsan have given me and our family through the years.
“However, I felt the need to step down because the people deserve more and I honestly am not in a good condition to serve them as of this time. I would not have done my part better if not because of you.
“Thank you so much, Gov (Hilario Davide III),” Moreno said.
Section 82 of the Local Government Code provides that resignations by elected local officials or municipal mayors shall be deemed effective only upon acceptance by the governor.
The law also states that the resignation shall be deemed accepted if not acted upon by the authority concerned — in Moreno’s case, Davide — within 15 working days from receipt.
In January Moreno, wife and former vice mayor Cynthia Moreno, and five other Aloguinsan officials were ordered dismissed over alleged irregularities in the purchase of food supplies worth P287,725 in 2010.
Moreno was accused of authorizing the purchase of food on several occasions from a bakeshop owned by his wife.
The Ombudsman found the officials guilty of grave misconduct. It recommended the filing of criminal charges at the Sandiganbayan against them for alleged violation of the Anti-Graft and Corrupt Practices Act.
Moreno appealed the Ombudsman decision last week but tendered his resignation yesterday./PN
