BACOLOD City – Officials of Barangay 4 may be hauled to the Office of the President for not participating in the Business One-Stop Shop (BOSS) at the Bacolod City Government Center.
The village under Barangay Captain Freddie Vargas was the only barangay still not in the BOSS as of yesterday.
The 60 other villages have set up stations at the new city hall where they could accommodate applicants for barangay clearance, a requirement in acquiring or renewing a business permit.
Executive Assistant Samuel Montoyo, a member of the city government’s ARTA (Anti-Red Tape Act) Core Team, said the nonparticipating barangay may face a complaint for “disobedience” before the Office of the President.
On Dec. 19, 2017 Mayor Evelio Leonardia issued Executive Order (EO) No. 37 directing all barangays to participate in the BOSS, which was set up to accommodate business permit applications from Jan. 3 to 20.
The BOSS involves local government departments and agencies that issue documents, including barangay clearance, required of business permit applicants.
Leonardia required the barangays’ participation to the BOSS as part of improving city hall service delivery primarily by “reducing bureaucratic red tape,” as provided in the ARTA, his EO stated.
Those who could process their business permits at the BOSS could avail themselves of processing fee discounts.
On Jan. 17, the Sangguniang Panlungsod extended the business permit processing deadline and the BOSS to Feb. 28.
The Metro Bacolod Chamber of Commerce and Industry and the city government’s Permits and Licensing Division asked Leonardia for the extension.
Meanwhile the ARTA Core Team recorded the barangays with perfect attendance from Jan. 3 to 20 – Estefania, Handumanan, Mandalagan, Pahanocoy, and 5 – and the “early birds” Estefania, Mandalagan and Tangub.
Montoyo said he will recommend to Leonardia that these barangays be given recognition./PN
