ROXAS City – The Department of Public Works and Highways Capiz 1st Engineering District has come under fire for its failure to monitor a contractor’s safety standard compliance which has resulted in the death of a motorist on Saturday in Barangay Cogon, Panay, Capiz.
The dead body of Randy Blacano, 37, a resident of Barangay Tacas, Pontevedra was found in the excavated portion of the national road in Panay town around 5:30 a.m. He was brought to a hospital for medical care but was pronounced DOA (dead on arrival) by the attending physical, police said.
The excavation was part of an on-going water expansion project implemented by a Mindanao-based contractor, Aqua Perra, under the supervision of DPWH Capiz 1st District Engineering Office, Construction chief Engr. Julius Abela told Panay News.
“Expansion ina sang water system sang banwa sang Panay covering 23 barangays,” Abela said.
An initial investigation by Panay police reveals that Blacano was driving his motorcycle on his way home, with a passenger, Rommel Barredo, early morning on Saturday.
The police investigation claims that Blacano was driving fast when – allegedly due to a lack of early warning signs – he crashed his motorcycle around 12:05 a.m., according to Senior Inspector Marvin Balmes, Panay chief of police.
Blacano was sent flying into the hole, the impact causing his death. Meanwhile, Barredo claims he passed out after hitting his head in the crash. After regaining his consciousness, he looked around and thought Blacano had already left him, seeing only the badly-damaged motorcycle left behind.
“Nadula naman sa iya pinsar ang parte kay Blacano kay dumdum nuya gin pang pick up sila isa isa. Nangayo siya bulig sang mga pomoloyo sa palibot nga nag-dala sa iya sa Bailan Distirct Hospital,” Balmes added.
Engr. Abela however said the project site was provided with early warning signs.
“May mga barricade nga gin pang-butang da ang contractor kag malapad nga warning signs, pero gina kawat sang mga tawo. In fact patapos na ina ang project,” Abela said./PN
