Missing the point
PARENTS and students, especially the poor, remain hopeful that President Duterte would sign the Universal Access to Free Higher Education bill into law and ensure regular funding for free college and greater access of the youth to higher education despite economic managers urging him to veto the bill.
The approved bill is a product of the long-standing campaign for free higher education and a greater budget for education. Â Its passage by Congress is a victory of the youth, teachers and other sectors whose collective action pushed for a law providing for free higher education and for government to fulfill its mandate to provide accessible and quality education at all levels.
The administrationâs economic team, including National Economic Development Authority director general Ernesto Pernia and Budget secretary Benjamin Diokno, recommended a veto, saying free tertiary education will have very little impact on the poor and society. Diokno further averred that âcollege education benefits the individual and not the society.â
Where did Diokno get such warped ideas? He clearly doesnât know what heâs saying and completely misses the point. High tuition and other school fees are the main factors discouraging many Filipinos from going to college. Doesnât he know that? Any amount given to fund free higher education will be a worthwhile and long-term investment since it will contribute to the shaping of our youth and to nation-building. Regular funding as ensured by a law for free tertiary education will make this possible.
According to Pernia, the P8-billion fund for higher education is âunsustainable over timeâ and stressed that it is an endeavor the government cannot afford. The government cannot afford to provide free tuition for all? How come its infrastructure program âBuild, Build, Buildâ gets P1.097 trillion or almost a third of the national budget? Itâs obvious these economic officials, in the guise of sustainability, do not concern themselves with the youthâs development but with the youngâs capacity to pay.
These economists even have the audacity to claim that implementing free tuition in state universities and colleges is an attack on private schools. Well, they effectively exposed their ulterior interests in the profits of private schools. They should not worry themselves whether businessmen and private corporations make profit or not, but focus instead on what they are there for â the people.
Diokno even added that free education will only benefit students coming from well-off families because of low numbers of enrollees coming from poorer households. This is a non-argument â what more reason to push for free education? The reason is glaring: low enrollment rate is caused by the high cost of registration, which forces the youth to work instead, an addition to the pool of cheap labor.
