Few issues barring ‘end endo’ bill approval, says Labor chief

MANILA – The Senate may soon resolve a few remaining issues barring the passage of a bill that will stop the “end of contract” or endo scheme, which President Rodrigo Duterte certified as a priority, one of his economic managers said Wednesday.

Among the contentious issues is whether the regularization of workers is the responsibility of recruitment agencies or their principal employers, said Labor secretary Silvestre Bello III.

Baka sakali ngayong araw na ito ay aksyunan ng Senado… May pag-asa naman po, may mga kaunting issues na lang na naiiwan, baka ho sakaling ma-resolve iyun ngayong araw na ito,” he told radio dzMM on Wednesday.

Duterte, who promised during the campaign to stop “endo”, signed last year an executive order stopping illegal contractualization.

But while the EO will help “alleviate” the plight of workers, an amendment of the Labor Code is needed to keep it “attuned to the realities of our times,” the President said.

The House of Representatives last year approved on third and final reading the Security of Tenure Bill.

The Employers Confederation of the Philippines (ECOP) on Friday will sign a memorandum of agreement to regularize all their employees in the next 3 years, said Bello. (ABS-CBN News)
