ILOILO – Outdoor tourist attractions, including beach and inland resorts, eco-parks, and other similar establishments, are now allowed to operate in this province, albeit at 50 percent venue capacity.
In May this year, Gov. Arthur Defensor Jr. ordered the closure of these destinations to prevent gatherings amid a surge in coronavirus disease 2019 (COVID-19) cases.
The province is currently under the general community quarantine (GCQ) until the end of the month.
Here are the other activities allowed at 50 percent on-site capacity under GCQ:
* language, dance, acting and voice schools
* indoor non-contact sports courts or venues, fitness studios, gyms or other indoor leisure centers or facilities, and swimming pools
* indoor visitor or tourist attractions, libraries, archives, museums, and galleries and cultural shows and exhibits
* venues for meetings, incentives, conferences and exhibitions, subject to Department of Trade and Industry and Department of Tourism (DOT) guidelines
* personal care services such as beauty salons, barbershops, beauty parlors and nails spas
For full on-site capacity:
* public and private hospitals
* industries involved in agriculture (crops, fruits, vegetables, livestock, and poultry), forestry, fishery
* logistics service providers
* public or private construction projects
* manufacturing related to food and other essential goods
* public markets, supermarkets, grocery stores, convenience stores, pharmacies, hardware, office supplies, bicycle shops, laundry shops, and water-refilling stations (scheduled market days shall be suspended in all local government units)
* food preparation establishments such as kiosks, commissaries, restaurants, and eateries
– dine-in services – 30 percent of venue or seating capacity;
– outdoor dine-in services (al fresco) – 75 percent of venue or seating capacity
– alcoholic drinks/beverages shall not be sold and/or served while sing-along, karaoke and/or videoke shall not be allowed
* business process outsourcing establishments, and export-oriented businesses, including mining and quarrying activities
* public transport providers and operators
* media establishments
* dental, rehabilitation, optometry, and other medical clinics for the treatment of illness or injuries
* veterinary clinics
* banks, money transfer services, including pawnshops, only insofar as performing money transfer functions, microfinance institutions, and credit cooperatives, including their armored vehicle services
* funeral and embalming services
* establishments engaged in repair and maintenance of machinery and equipment, for households and essential permitted establishments
* establishments engaged in repair and maintenance of motorized and non-motorized vehicles, including the sale of spare parts
* accommodation establishments (hotels, resorts, tourist inns, motels, pension houses, bed and breakfast, vacation homes, private homes used for homestay, ecolodges, serviced apartments and condotels)
– essential meetings and social events allowed subject to DOT and Department of Health (DOH) guidelines
– operation of ancillary establishments of accommodation establishments, such as restaurants, cafes, gyms, spas, function halls, and the like, shall be subject to applicable provisions on allowed social/public gatherings.
75 percent on-site capacity
* travel agencies, tour operators, reservation service and related activities
* pet grooming services
* testing and tutorial services
* review centers
Not allowed
* entertainment venues with live performers such as karaoke bars, bars, clubs, concert halls, theaters, and cinemas
* recreational venues such as internet cafes, billiard halls, amusement arcades, bowling alleys, and similar venues
* amusement parks or theme parks, fairs/peryas, kid amusement industries such as playgrounds, playroom, and kiddie rides
* casinos, horse racing, cockfighting, operation of cockpits and other gaming establishments, except games/draws conducted by the Philippine Charity Sweepstakes Office (PCSO)
* outdoor sports courts or venues for contact sports, scrimmages, games, or activities.
On the other hand, local government unit (LGU) events and activities, such as, fiesta or socio-cultural activities, festivals, commemorative programs, and assemblies except LGU events and activities in pursuit of government programs and activities, are not allowed.
Other prohibited gatherings include:
* school/academic institution events pursuant to Department of Education Memorandum No. 034, Series of 2020, in so far as applicable;
* conventions, seminars, workshops and general membership meetings
* birthday, anniversary, wedding and baptismal celebrations/receptions
* cultural/art/ entertainment performances and exhibitions
* trade expositions and product promotions
* spectator sports and contact sports activities
* family gatherings, including fiesta thanksgiving celebrations in the household, involving non-members of the family and non-household residents.
