Iloilo City sets up animal welfare desks in all police precincts

ILOILO City – The city government, in collaboration with the Iloilo City Police Office (ICPO), has launched animal welfare desks (AWD) in all 10 police precincts across the city.

The desks are tasked to address animal cruelty cases and promote responsible pet ownership.

The launching ceremony took place on November 22 at the Iloilo City Police Station 7, with key officials in attendance, including City Veterinarian Dr. Fernando J. Abulencia, ICPO chief Colonel Kim Legada, and city councilors Ely Estante, Johnny Young, and Miguel Treñas. Police station chiefs from across the city were also present.

The AWD initiative is in line with an ordinance aiming to educate pet owners about proper animal care and providing a venue for filing complaints related to animal mistreatment.

The ordinance outlines plans for educational campaigns in schools and colleges, covering topics such as pet vaccination, waste management, and general animal welfare.

“Pet owners will be held accountable for vaccination costs if their pets harm others,” said Treñas.

Animal cruelty complaints — including cases of starvation, neglect, and improper confinement of pets — can be reported at the AWDs, which will forward the cases for legal action.

Treñas emphasized the importance of responsible pet ownership, urging pet owners to ensure proper feeding, vaccination, and medical care for their animals.

ICPO’s Legada expressed optimism about the initiative.

“The establishment of animal welfare desks in our stations has been successful. These desks will handle animal welfare complaints across the city,” Legada said.

Under the ordinance, violators face fines starting at P3,000 and three days of community service for the first offense. Penalties increase to P4,000 and five days of community service for the second offense, and P5,000 and seven days for the third offense.

Offenders caught in the act may be arrested and issued a ticket at the police station.
