Iloilo City’s best practices wow other LGUs

ILOILO City – Three initiatives of the city government got the attention of other local government units (LGU) as best practices they could replicate, during the Exchange Workshop for LGU Integrity Circle Representatives under the Partnership for Integrity and Jobs Creation or Project i4J held in Metro Manila.
“It is heart-warming that all our efforts are being noticed. This shows we are on the right track in ensuring good governance and upholding transparency and accountability in our actions,” said Mayor Jed Patrick Mabilog.
The streamlining of business permit and licensing system (BPLS), production of Citizen’s Charter comic books, and the creation of the Customer Care Division were showcased by the city represented by Local Economic and Investment Promotions Officer Mary Joan Montaño and City Information Officer Ma. Lucy Sinay.
Other LGUs like the municipality of Tupi in South Cotabato also wanted to have their own complaints and action center after hearing about the Iloilo City experience; while the city of Calapan in Oriental Mindoro is eager to replicate the Citizen’s Charter comic book.
“The best practices can already form part of our integrity mechanism which can be enhanced with the participation of civil society, business sector and policy-makers,” said Montaño.
The Exchange Workshop, held from Sept. 13 to 14, gathered 17 LGUs – a mix of provinces, municipalities and cities. Iloilo was the only highly urbanized city in the group.
The event was organized by Project i4J, a three-year project which aims to develop sustainable integrity mechanisms and models of transparent, effective small business registration and promotion procedures at the local level.
The project, co-funded by the European Union and the German Federal Ministry for Economic Cooperation and Development through Konrad-Adenauer-Stiftung (KAS), is implemented by a consortium composed of KAS (Philippines), the European Chamber of Commerce of the Philippines, the Centrist Democracy Political Institute, the League of Provinces, the League of Municipalities and the League of Cities of the Philippines.
It has nine pilot local government units from Luzon, Visayas and Mindanao, with Iloilo City as part of their expansion area.
