ILOILO City – Party-list lawmakers filed a resolution urging the House of Representatives to conduct a legislative inquiry into the defective construction of the P680-million Ungka flyover and the delayed construction of the P560-million Aganan flyover in Pavia, Iloilo.
Kabataan party-list’s Rep. Raoul Danniel A. Manuel, Gabriela Women’s Rep. Arlene D. Brosas and Act Teachers’ Rep. France L. Castro filed House Resolution No. 721 on Thursday, Jan. 26.
The three belonged to the so-called Makabayan (Makabayang Koalisyon ng Mamamayan) bloc in the Lower House.
“In the spirit of accountability and pag-ensure naton nga ang kwarta sang pumoluyo nagakadto sa mga projects nga mapuslan kag maka-benepisyo ang mga pumoluyo naton,” said Manuel during a virtual conference.
Both flyovers are projects of the Department of Public Works and Highways (DPWH).
The P680-million Ungka flyover aimed to decongest traffic on major roads in the area as well as to quicken travel from Iloilo City to other towns in the province of Iloilo.
It was scheduled to be finished in January 2022 but the completion date was rescheduled to March 2022.
The flyover was eventually opened, although partially, on July 30, 2022.
It was fully opened to the public on Sept. 5, 2022 but it was closed after reports of vertical displacement.
The Aganan flyover, on the other hand, is a P560-million project that, as of this date, is still unfinished even though the project was supposed to be completed by July 2022.
House Resolution No. 721 read: “Heavy traffic brought about by the closure of the Ungka flyover and the delayed completion of the Aganan flyover has adverse impacts on the daily lives of commuters and jeepney drivers. The construction of the flyovers caused hardships on residents and small businesses located near the project sites, and such hardship only aggravate while issues concerning the two flyovers remain largely unresolved.”
