BACOLOD City – The Sangguniang Panlungsod extended the service contract of the IPM Construction and Development Corp. for the management and maintenance of the sanitary landfill in Barangay Felisa.
The city council was acting on the request of Mayor Evelio Leonardia.
Councilor Caesar Distrito said the extension will only be from Jan. 1 to March 31, 2018 to buy the city hall time to hold a bidding and avoid difficulties if there would be any transition.
The city council also approved the extension of the IPM’s contract for the city government’s environmental and sanitary services (garbage collection and hauling).
The Solid Waste Management Board “duly approved” the extension of the sanitary landfill management contract, Distrito said.
For this contract’s extension, only Councilor Claudio Puentevella voted against it.
“First, the city already spent more than P300 million for the inefficient and ineffective performance and services of the IPM for 16 months,” Puentevella said as he cited reasons for opposing the extension.
“Second, there is a need to settle the issue of ownership if the city will continue to use the open dumpsite in Barangay Felisa as a supposed ‘sanitary landfill.’
“Lastly, as per recollection, we also approved…P20 million pesos for the construction of the sanitary landfill. So if the city intends to construct a ‘sanitary landfill,’ why is it that there is a request for the rehabilitation of the landfill? There is a big difference between construction and rehabilitation,” he said.
The IPM will be paid P7.4 million per month for the extended sanitary landfill management and maintenance – the same amount under its original contract – Distrito said.
The bidding is expected to be held before the extension ends, he added./PN
