BACOLOD City – This week the Sugar Regulatory Administration (SRA) is expected to release implementing rules and regulations (IRR) for a Sugar Order that regulates the entry of high-fructose corn syrup (HFCS).
Sugar Order No. 3 provides for the issuance of import release certificates to accredited traders and importers of the HFCS and chemically pure fructose.
It was released amid industry lobby for government to regulate the importation of the alternative sweetener, which critics believe poses economic repercussions on the local sugar industry.
Sugar Order No. 3 was published in a national newspaper last week, and the IRR is expected to be released any time this week, said SRA Administrator Anna Rosario Paner.
Paner is not afraid of anyone who will question or challenge the Sugar Order. “I will face [them] when the time comes,” she said.
Under the Sugar Order, an importer or consignee must be an international trader duly registered with the SRA at the time of the application for the release clearance.
Applicants must submit to the SRA Regulation Department in Quezon City various requirements before their application for import release certificate may be accepted for processing.
An importer must also declare whether or not their product includes genetically modified organisms.
The HFCS will be treated like refined or raw sugar.
“They will always [depend] on the production of the country,” said Paner. “If they foresee, based on data, that there is shortage, then that justifies importation to make sure everybody will have access to sugar.”/PN
