This letter pertains to the articles written by Mr. Gerome Dalipe IV, dated December 31, 2024, titled “COA Orders State University Employees to Refund Bonuses” and “COA Flags ISUFST for P4.753-M Unliquidated Cash Advances”.
In line with our commitment to transparency and accountability, the University would like to present the following actions undertaken to address the observations noted by the Commission on Audit (COA) as part of our 2023 Agency Action Plan and Status of Implementation (AAPSI):
COA Orders State University Employees to Refund Bonuses
As part of compliance with the relevant guidelines, the University immediately required the refund of the Performance-Based Bonuses (PBB) of identified personnel.
During the Exit Conference with the resident COA Audit Team, the University reported that all recommendations have been implemented.
Moreover, we are pleased to inform you that this audit observation has been fully addressed and closed. All concerned campuses have complied with the required actions. The University remains committed to ensuring similar situations are avoided in the future.
COA Flags ISUFST for P4.753-M Unliquidated Cash Advances
The University has intensified its efforts to resolve all unliquidated cash advances through strengthened fiscal and auditing measures. As part of the AAPSI, demand letters were issued to concerned individuals, and liquidation documents have since been steadily submitted.
The ISUFST remains steadfast in its commitment to achieving 100% liquidation and ensuring compliance with audit and fiscal policies.
