ILOILO City – Acting Mayor Jose Espinosa III ordered an investigation into the power pilfering at Jaro Plaza that he discovered Thursday week while conducting an ocular inspection of ukay-ukay stalls.

He tasked Joren Sartorio, head of the General Services Office (GSO), to specifically probe employee Ricky Jinon.

Though detailed at the Iloilo City Urban Poor Affairs Office, Jinon’s mother unit is the GSO. Last week after Jinon’s name was dragged in the ukay-ukay power pilfering incident, Espinosa ordered his return to the GSO.

The ukay-ukay stalls were illegally tapping electricity from the city government’s power lines, according to Espinosa.

“In fairness (to Jinon), although nakita ko nga amo to…there is no affidavit from anybody (pinpointing) nga sia gid. Everybody is presumed innocent unless proven otherwise. So I would presume nga amo na…unless he comes up with explanation. We will listen first,” said Espinosa, a lawyer.

The acting mayor said the City Legal Office would also help in the investigation.

He urged people with knowledge of the ukay-ukay power pilfering to execute affidavits.
