Kalibo airport resumes commercial flights

ILOILO City –  The Kalibo International Airport in Kalibo, Aklan resumed its commercial flights after the national government reverted Metro Manila to general community quarantine.

Kalibo’s airport has been operating again since Aug. 19 after Gov. Florencio Milaflores issued Executive Order (EO) No. 028-A.
“The flights are only for transporting LSIs (locally stranded individuals), ROFs (returning overseas Filipinos) and APORs (authorized persons outside of residence) to Aklan province,” read Section 1 of Miraflores’ directive.

“On the return flights, meanwhile, airlines can load passengers regardless of classification (ROFs, LSIs, APOR or any individual) provided that these persons have the corresponding medical certificate issued by a government health facility,” the EO added.

Miraflores ordered under his EO the following conditions for LSIs, ROFs and APORs to enter the province:
* ROFs – A negative reverse transcription polymerase chain reaction (RT-PCR) result issued by a testing laboratory accredited by the Department of Health (DOH) and a quarantine certification issued by DOH or Bureau of Quarantine
* LSIs – A travel authority issued by the Join Task Force COVID-19 (coronavirus disease 2019) Shield, a negative RT-PCR result issued by a testing laboratory accredited by the DOH, and a certificate of coordination from the receiving local government unit (LGU)

* APORs – A negative RT-PCR result issued by a testing laboratory accredited by the DOH and a government-issued ID or valid company ID or certificate of employment and travel order for government officials or proof of engagement of their services
Meanwhile, “passengers whose point of destination is outside Aklan must secure a certificate of acceptance from their respective provinces and they must be fetched at the airport of disembarkation by their LGU,” part of the EO read. Only Philippine Airlines (PAL), Cebu Pacific and Air Asia are allowed to operate commercial flights at the Kalibo airport.
Cebu Pacific flies to Kalibo International Airport every Wednesday and Saturday while PAL operates every Friday and Sunday. AirAsia, on the other hand, is set to resume trips there every Tuesday and Thursday.
Miraflores required the three airlines in his directive “to provide the Province of Aklan through the Civil Aviation Authority of the Philippines (CAAP) a passenger manifest for each flight with their contact numbers and complete address of their point of destination at least two days before the departure from the point of origin.”/PN
