AT LEAST one million plastic cards for driver’s licenses were delivered to the Land Transportation Office (LTO) on Monday, March 25, after the Court of Appeals (CA) lifted the injunction against its delivery.
The LTO welcomed the decision to lift the writ of preliminary injunction against the delivery of 3 million plastic cards, hailing it is a victory for the Filipino people.
The Quezon City Regional Trial Court earlier issued a writ of preliminary injunction after losing bidder Allcards Inc. filed a case.
AllCards lost the bid to supply around 5.2 million pieces of plastic cards in 2023.
But by the time the writ of preliminary injunction was issued, winning bidder Banner Plastics Card Inc. had already delivered 2 million pieces of plastic cards.
This prompted the LTO, through the Office of the Solicitor-General, to bring the case to the CA, saying this “will have a big impact on millions of Filipino motorists.”
In a decision penned by Associate Justice Jose Lorenzo R. Dela Rosa and concurred by Associate Justices Nina G. Anotnio-Bautista and Emily RialiƱo-Geluz, the CA said the Quezon City court should not have even entertained the case.
This is because AllCards didn’t appeal its disqualification with the Department of Transportation’s Bids and Awards Committee.
The CA also upheld government’s right to reject any and all bids, subject to its discretion.
LTO chief Assistant Secretary Vigor Mendoza said the agency would coordinate with Banner Plastics Card, Inc. for the immediate delivery of more plastic cards.
He added that government would explore more ways to buy more plastic cards and distribute licenses more quickly.
Renewal Schedule for Plastic Card-printed Driverās License
The LTO yesterday released the renewal schedule of motorists for them to claim their respective plastic card-printed driverās license.
Based on the LTO memorandum, the following schedule was approved:
* For driverās licenses with expiration dates from April 1 to August 31, 2023 and April 1 to April 30, 2024, they are scheduled to renew their licenses from April 15 to April 30, 2024;
* For driverās licenses with expiration dates from September 1 to December 31, 2023 and May 1 to May 31, 2024, they are scheduled to renew their licenses from May 1 to May 31, 2024;
*For driverās licenses with expiration dates from January 1 to March 31 2024 and June 1 to June 30, 2024, they are scheduled to renew their licenses from June 1 to June 30, 2024.
