CAPIZ — The Office of the President dismissed the complaint filed by former blogger Manuel Mejorada against Roxas City Mayor Ronnie Dadivas for lack of substantial evidence.
To recall, Mejorada filed an administrative complaint about grave neglect of duty and grave misconduct against Dadivas for allegedly allowing the operations of the illegal investment scheme of Chiyuto Creative Wealth Document Facilitation Services (CCWDFS), a “double your money investment scheme” in the city.
“Wherefore, premises considered, the letter-complaint dated May 12, 2021, filed by complainant Manuel P. Mejorada is hereby dismissed for lack of substantial evidence. The Motion for Preventive Suspension dated 24 August 2021 filed by complainant Mejorada is likewise denied,” read part of the dispositive portion of the Office of the President’s decision penned (by the Authority of the President) by Executive Secretary Salvador C. Medialdea.
In the decision, dated Jan. 17, 2022, the Office of President said that the records are replete with evidence that Dadivas fulfilled his duties as local chief executive in determining the legality of the operations of CCWDFS.
The decision cited that Dadivas, in a letter dated June 29, 2020, directed the officer-in-charge of the Business Processing and Licensing Division (BLTD) to conduct on-site inspection, verify the actual business operations of CCWDFS, and report to the former the results of said inspection.
It added that Dadivas closely coordinated with the OIC of BLTD relative to the status of the application for the business permit of CCWDFS. Upon verification that CCWDFS’s line of business was not related to or connected with the operation being applied for, Dadivas denied the application for a business permit of CCWDFS.
Furthermore, the Malacañang further noted the city mayor, in letters dated Jan. 5, 2021, and Jan. 20, 2021, also responded to the requests of the Roxas City Police Station and the National Bureau of Investigation on the status of the business operations of CCFWDFS to aid them in their investigation and case build-up for the possible filing of the appropriate criminal cases against accountable officers and employees of CCWDFS.

Mejorida, who was arrested in November last year for four counts of libel filed by Ilonggo Senator Franklin Drilon, is currently detained./PN
