GUIMARAS – To ensure the orderly queuing of passengers, the Maritime Industry Authority (MARINA) Region 6 issued a new schedule of trips for sea vessels plying from Jordan wharf, Guimaras to Parola wharf in Iloilo City, and vice versa.

Regional Director Jeffrey A. Bangsa issued an order on this dated Feb. 21 addressed to sea vessel operators such as Jordan Motor Banca Cooperative (JMBC), Buenavista and Jordan Ferry, Inc. (BJFI), Navimar Shipping Services, and Atlantis Yohan Express Corp.

“This is on the current operations of operators plying the route Parola wharf to Jordan wharf, Guimaras, and vice versa; to ensure orderly queuing of passengers, this office prescribes that the above-mentioned operators shall adhere to their Certificate of Public Convenience (CPC) authorized schedule of trips,” read part of the order.

Below are the guidelines for operators.

* The above-mentioned operators shall depart on the prescribed schedules granted under their CPC.

* However, with MARINA Advisory No. 2015-10 (Guidelines during emergency, holiday season and special occasions), in the event of urgent situations during peak hours, such as long congestion at ports or standing or long queuing of passengers at ports, strict adherence to the CPC granted schedules may be temporarily lifted, and the vessels may depart once their passenger capacity has been fully occupied or after the lapse of ten minutes of waiting time, yet following the order of departures based on the CPC granted schedules.

* Only one vessel shall depart at a time during peak hours.

* In case there are overlapping schedules in the order of departures, both operators may be allowed to board passengers, but the first to depart shall be the vessel whose passenger capacity has been fully occupied first.

* The following are the above-mentioned peak hours: 6 a.m. – 9 a.m. at the Jordan wharf and 3 p.m.–6 p.m. at Parola wharf.

* When the congestion of passengers has been reduced, the operators shall immediately abide by the CPC-granted schedules, starting at 9:15 a.m. at the Jordan wharf and 6:10 p.m. at the Parola wharf.

* The operations on the uncongested port during peak hours of the opposite port shall abide by their CPC-granted trips; however, the operators may be allowed to reposition and allocate vessels at the congested port, provided further that the operators with more than one vessel shall maintain that the alternate port shall have adequate vessels on standby.

* The increase or decrease in the frequency of trips in congested and uncongested ports during peak hours shall not be counted against the operator’s CPC-granted trips.

* The operators shall cause the posting of their CPC-granted schedules in all ports of operations.

The first trip of vessels from Jordan wharf to Parola wharf is at 5:20 a.m., and the last trip is at 9 p.m.

While the first trip from Parola wharf to Jordan wharf is at 5:35 a.m. and the last trip is at 9:15 p.m./PN
