ILOILO – A provincial capitol jail guard accused of rape faces another trouble. He could be held liable for the unauthorized use of a Provincial Board member’s office and for allowing an unauthorized person to enter the capitol on May 25.
According to Aaron Raymundo, officer-in-charge of the General Services Office (GSO), he issued a memorandum giving Provincial Guard II Roen Ledesma 72 hours beginning June 3 to explain why the latter should not be handed down disciplinary action.
A masseuse complained to the city police that Ledesma raped her at the office of Sangguniang Panlalawigan member Nielo Tupas on May 25 (Saturday) at around 9:30 a.m.
Raymundo clarified that the GSO was focusing on two issues only: the use of a capitol office key without permission and allowing an unauthorized person inside the capitol.
Raymundo said Ledesma’s use of the key to Tupas’ office was not logged in the blue book and neither was the information desk informed about it.
For Saturday and Sunday, according to Raymundo, it is standard operating procedure for all capitol employees doing overtime work to sign the capitol logbook; Ledesma did not do this.
Regarding the alleged rape, Raymundo said he would leave it to the Iloilo City Police Office to investigate the matter.
“Ang ‘ya akon action is after ma-receive ko ang iya explanation, i-consolidate ko tanan nga report kag i-submit sa Office of the Governor with a request for the conduct of an investigation,” said Raymundo.
According to the GSO head, Ledesma took a sick leave from Jan. 1 to March 31 and sought for an extension so it is a big question why the security guard managed to return to work.
Meanwhile the rape complainant, 45, said Ledesma asked for a massage service but when they reached the capitol’s sixth floor, particularly the office of Board member Nielo Tupas, Ledesma allegedly sexually assaulted her.
In a capitol closed-circuit television footage, Ledesma and the masseuse were seen leaving some 30 minutes after entering Tupas’ office./PN
