ILOILO City – Instead of banning the motorcycle practice of riding-in-tandem, the driver and their back riders will be required to wear open-face helmets, proposed Councilor Plaridel Nava.

Nava withdrew his proposed ordinance banning riding-in-tandem on motorcycles except on certain instances.

The measure will be revised. “I will reintroduce [it] once it is finalized,” Nava wrote Councilor Jeffrey Ganzon, chairperson of the Sangguniang Panlungsod committee where the proposed ordinance — which already hurdled first reading — was referred to.

Suggestions from stakeholders will be incorporated in the revised measure, Nava said.

“Kalabanan nga suggestions halin sa leftist groups. Maayo man para may proper representation,” he added.

The proposed ordinance was intended to discourage the use of motorcycles by hired killers.

“Isa ini ka paagi nga, kon indi totally matapna ang pinatyanay, at least ma-prevent naton ang possible nga use sang motorcycle sa killings and shootings sa ciudad,” Nava had said.

Originally the measure bans riding-in-tandem except:

* when the driver or the back rider is a female

* when the back rider is a male under 18 years old

* when the back rider is related to the driver up to the fourth civil degree of consanguinity or affinity (or up to first cousin)

* when either the driver or the back rider or both is a law enforcement officer

Previously the secretary-general of Bagong Alyansang Makabayan – Panay told Panay News the ban will adversely affect many who find motorcycles a practical and efficient alternative to passenger jeepneys.
