MANILA – Investigators are looking into the suspected anomalous deals the National Printing Office (NPO) entered into with four printing companies, including one in Roxas City in Capiz province.

The NPO awarded a P74-million contract for a printing job for the Social Security System to the Capiz-based Western Visayas Printing Corp. (WVPC), according to the National Bureau of Investigation (NBI).

But the NBI is investigating how the same contract was awarded to Best Forms Security Printer, Tri-Print Work and Metro Color Company, Deputy Director for Intelligence Vicente de Guzman said in a statement released on Wednesday.

Presidential Communications Operations Office (PCOO) secretary Martin Andanar, whose office supervises the NPO, requested for the investigation, de Guzman said.

“We have started our probe [already],” said de Guzman. “We will invite all people involved in the transactions before making any recommendations for criminal prosecution.”

The bureau will question Raymond Malapayo of WVPC, Benjamin Yam of Best Forms Security Printer, Ramil Tamayo of Tri-Print, and Celso Viray of Metro Color.

Atty. Enrique Tandan III, PCOO undersecretary for legal affairs, referred the matter to the proper investigative offices.

Tandan said the initial investigation “uncovered several irregularities and violations” of, among others, the Government Procurement Reform Act and the Anti-Graft and Corrupt Practices Act./PN
