BACOLOD City – “Recycled garbage” was how Central Negros Electric Cooperative (Ceneco) general manager Sulpicio Lagarde Jr. described the administrative complaint a former director filed against him.
Roy Cordova accused Lagarde of “gross misconduct, gross incompetence and gross negligence of duty” before the National Electrification Administration (NEA).
Lagarde claimed the issues Cordova raised in his complaint were “recycled” and “have already been decided.” They were the same ones the Board of Directors accused him of, said the general manager.
Through Resolution No. 10969 dated Nov. 27, 2014 the Board terminated Lagarde for loss of trust and confidence. The National Labor Relations Commission ordered him reinstated on Aug. 31, 2015.
Lagarde said Cordova “parroted” the issues raised by Ceneco president Arnel Lapore.
Lapore was one of the Ceneco officials the NEA recently suspended in light of the administrative charge Lagarde filed against the directors relative to what he claimed to be his “illegal dismissal.”
According to Cordova, Lagarde’s “gross incompetence” and “lack of knowledge in running an electric cooperative” has exposed Ceneco to systems losses amounting to P186 million from 2012 to 2014.
This resulted in Ceneco being categorized by the NEA as “Yellow C” in 2014, a category “next to an ailing cooperative,” he claimed.
Cordova also cited in his complaint alleged irregularities in a “donation agreement” with a Korean company affiliated with a power supplier, a “depreciating” bucket truck, Lagarde’s salary and allowances, among others.
Lagarde denied the allegations. He said he has yet to receive a copy of Cordova’s complaint./PN
