BACOLOD City – The Provincial Legal Office of Negros Occidental has yet to finish reviewing the reply of Provincial Disaster Management Program Division (PDMPD) head Dr. Zeaphard Caelian who was issued a show cause order over an alleged unliquidated cash grant and conflict of interest.
The related documents are voluminous, according to PLO’s Atty. Alberto Nellas Jr.
He also clarified that Caelian has not yet been charged with an administrative case, and he is allowed to remain in his post.
December last year, the Provincial Legal Office and provincial administrator, Atty. Rayfrando Diaz II, issued a show cause order to Caelian seeking the liquidation of financial assistance amounting to P3 million, and on the conflict of interest issue.
According to Nellas, the grant was released to Amity Public Safety Academy in 2017 to conduct training and purchase of equipment for the Negros First Emergency Response Team.
Caelian is said to be a director of the organization, a position he simultaneously held while also being the head of PDMPD.
