BACOLOD City – An apparent miscommunication stalled the planned training of Bacolod Traffic Authority Office (BTAO) enforcers for deputation.

Evelio Leonardia proposed to Land Transportation Office (LTO) officials led by Region 6 director Roland Ramos the deputation of 120 BTAO enforcers when the latter had a courtesy call at the mayor’s office early this month.

On Feb. 6, Atty. Gaudioso Geduspan II, Legal Section chief and Law Enforcement Service deputy chief of the LTO Region 6, said 60 enforcers may be trained the following week while the others, in the next.

On Tuesday Geduspan told the press they were waiting for an official proposal. “There was no concrete proposal from the mayor,” he said. “We will wait for the formal proposal, and we will act accordingly once we receive it.”

But BTAO head Luisito Acebuche said they were just waiting for the LTO to inform them when the seminar-workshop would start. He thought what the LTO officials and Leonardia talked about was final.

LTO-deputized traffic enforcers shall enforce Republic Act 4136, or the Land Transportation and Traffic Code, and other traffic-related orders and policies, and the corresponding fines and penalties.

In addition, City Ordinance No. 09-16-790 grants all traffic officers/enforcers the authority to confiscate the driver’s licenses of erring motorists after the issuance of citation tickets.

Right now the BTAO is still trying to determine if they can have 120 enforcers undergo deputation training.

A college degree is a requirement among LTO-deputized personnel, but only 20 percent of the 428 BTAO enforcers are college graduates, Acebuche said.

He said he will ask the LTO if they can consider college-level enforcers.

Only those who will pass the practical and written examinations after a two-day seminar-workshop may be deputized./PN
