NO FARE MATRIX, NO FARE HIKE; LTFRB-6 to drivers, operators: Process requirements early

ILOILO City – The Land Transportation Franchising and Regulatory Board (LTFRB) will issue the new fare matrix starting next week. The fare hike in traditional and modern jeepneys, buses, taxis, and transport network vehicle services (TNVS) will take effect on Oct. 3, 2022.

As early as now jeepney drivers and operators in Western Visayas are encouraged to start processing all documentary requirements to get the new fare matrix.

According to Atty. Salvador Altura Jr., LTFRB Region 6 legal counsel and spokesperson, needed are the following:

* Official Receipt / Certificate of Registration (OR/CR) issued by the Land Transportation Office (LTO)

* franchise verification

* a copy of the provisional authority (for those who have not yet been given a decision on their Certificate of Public Convenience)

* official receipt of payment

In processing the documentary requirements, an amount of more or less P600 per driver or operator should also be prepared.

“Ang ila franchise ipa-verify nila sa office, so may balayran na sila per unit,” said Altura in an interview with Panay News on Friday afternoon.

He also emphasized that drivers or operators without the new fare matrix may not implement the new fare hike. It may also indicate that the public vehicle either has an expired franchise or has no franchise at all (colorum).

“Ara gid ina sa (LTFRB) decision nga no fare hike if no new fare matrix,” said Altura.

A case of overcharging may also be filed against the driver when the fare being collected is based on the increase despite the lack of the new fare matrix posted or displayed in the vehicle.

Altura urged drivers or operators in the provinces to secure the matrix early.

The new fare matrix may only be claimed at the LTFRB regional office in Iloilo City.

The LTFRB-6 spokesperson also reminded drivers of the 20 percent discount of students, senior citizens and persons with disability.

To ensure that guidelines are observed, the LTFRB and LTO will conduct random inspections starting Oct. 3.

LTFRB-6 is also looking at the possibility of issuing a fare matrix through transport cooperatives for faster distribution.

LTFRB recently approved fare increases for traditional and modern jeepneys, buses, taxis, and TNVS.

In the decision released by the board, a P1 provisional increase was approved for traditional public utility jeepneys (TPUJs) and modern public utility jeepneys (MPUJs) for the first four kilometers.

Upon the effectivity of the decision, the minimum fare for TPUJs will be P12 while that for MPUJs will be P14.

There will also be an additional charge of P.30 per succeeding kilometer for TPUJs, while an additional P0.40 per succeeding kilometer will be implemented for MPUJs.

The following are the current petitioned and approved fare rates for TPUJs and MPUJs:

For TPUJs

* current base fare – P11; approved base fare – P12

* current additional charge per kilometer – P1.50; approved additional charge per kilometer – P1.80

For MPUJs

* current base fare – P13; approved base fare – P14

* current additional charge per kilometer – P1.80; approved additional charge per kilometer – P2.20

With regard to public utility buses (PUB), LTFRB approved a P2 uniformed base fare increase for city and provincial buses for the first five kilometers and a subsequent per kilometer additional charge of P0.35 to P0.50 depending on the type of bus.

The following are the current petitioned and approved fare rates for PUBs:

For City Bus (Ordinary)

* current base fare – P11; approved base fare – P13

* current addition al charge per kilometer – P1.85; approved additional charge per kilometer – P2.25

 For City Bus (Aircon)

* current base fare – P13; approved base fare – P15

* current additional charge per kilometer – P2.20; approved additional charge per kilometer – P2.65

For Provincial Bus (Ordinary)

* current base fare – P9; approved base fare – P11

* current additional charge per kilometer – P1.75; approved additional charge per kilometer – P2.10

Moreover, the flagdown rate for taxis and sedan-type TNVS vehicles will now be P45 (from P40).

The per-kilometer additional charge for taxis, however, stays at P2./PN
