MANILA – Nov. 2 (All Souls’ Day) will remain a special non-working holiday despite the government’s decision to close cemeteries during “Undas” period.
“Monday, Nov. 2, will remain a special non-working holiday,” Presidential spokesperson Harry Roque said in a virtual press conference on Thursday.
In Proclamation No. 845 signed by President Rodrigo Duterte on Nov. 16, 2019, it has included Nov. 2 as one of the nine non-working holidays for 2020.
The proclamation states that Nov. 2 (Monday) was included as an additional non-working day “to strengthen family ties by providing more time for the traditional All Saint’s Day and All Soul’s Day commemorative activities, and will promote domestic tourism as well.”
Labor secretary Silvestre Bello III, meanwhile, said his department prescribed proper payment of wages for private sector workers nationwide for Nov. 1 and 2.
If the employee did not work, the “no work, no pay” principle shall apply, unless there is a favorable company policy, practice, or collective bargaining agreement granting payment on a special day.
While, for work done during the special day, the workers shall be paid an additional 30 percent of their daily rate on the first eight hours of work. For work done in excess of eight hours (overtime work), the workers will be paid an additional 30 percent of their hourly rate on said day.
For work done during a special day that also falls on the workers’ rest day, they shall be paid an additional 50 percent of their daily rate on the first eight hours of work.
