Panay railway project contractor nears approval

Both the National Economic Development Authority and the Department of Transportation have finished their analysis of PhilTrack’s proposal and have sent the documents to Panay Railway, the main implementing agency, for their own approval and input, says Panay Railways Inc. director Cesar Capellan. PHILTRACK, the leading contractor candidate for the Panay Railway Revival Project, is one step closer towards their goal.

Panay Railways Inc. (PRI) director Cesar Capellan said both the National Economic Development Authority and the Department of Transportation have finished their analysis of PhilTrack’s proposal and have sent the documents to Panay Railway – the main implementing agency – for their own approval and input.  

Capellan also added that the PRI has created a special group that is now studying the proposal. They will deliver their decision at a meeting in Manila on Oct. 18.  

“We have created our technical working group na member ng board who will decide on this.  So we will do it by the next board meeting namin,” Capellan said. “We will have our Oct. 18 meeting in Manila.”

If approved, PhilTrack’s proposal will be subjected to a 60-day Swiss Challenge in order to entertain counter-proposals from other interested parties.

“Either we approve or disapprove the proposal. Kung may ma challenge, i-compete sang PhilTrack; kung naghatag sang lower ang nag-challenge, i-compete naman sang PhilTrack. Kung tupungan ya, i-accept sang PhilTrack,” Capellan said.

Should the PhilTrack’s proposal will be accepted and no other groups or companies will challenge their proposal, Capellan said the work on the new railway system will most likely start on the early part of 2020./PN
