Panay railway revival delayed due to problems with lead contractor

THE drive to restore the Panay railway system has been delayed due to problems with the company that was expected to take on the project, Philtrack Inc. The problem involves the company’s proposal, which Panay Railway Inc.’s Technical Working Group find problematic.

According to Panay Railway Incorporated chief operating officer Cesar Capellan, Panay Railway Inc. has asked Philtrack to fix the problems with their proposal, so that it can be reconsidered by their Technical Working Group.

According to Capellan, the missing information in their proposal include: “Ridership, daily cargo, volume sang cargos and some other…para sa revenue purposes. May ara na pero kulang pa.”

Capellan said that these figures will be used for projection purposes, and to estimate how much it will cost to maintain and operate the whole system as well as how many people and cargos the new Panay railway system can handle on a regular basis. 

Capellan also said that Philtrack has until the end of October to finish their proposal or they may turn to other contractors to handle the project. Should this happen, Panay Railway may turn to Malaysian firm Anametrics Holdings Ltd. or some of the other foreign contractors lining up to take on the job./PN
