PANDAN, Antique – Barangay Carmen here started yesterday a 1 4-day granular lockdown to stop the spread of coronavirus disease 2019 (COVID-19), particularly the Delta variant.
Mayor Plaridel Sanchez VI ordered the lockdown through Executive Order No. 39, Series of 2021.
Barangay Carmen currently has six active COVID-19 cases, particularly in neighborhoods on Oirola Street, Rodillion Streey and Zaldivar Street.
It was also disclosed last week that a 59-year-old woman resident of the barangay got the Delta variant of COVID-19.
“(She was) from the area where the two previous Delta cases were established,” the Department of Health (DOH) said in a statement.
The woman was admitted to the Western Visayas Medical Center in Iloilo City on July 8. Swab sample was taken on the same day. She tested positive for COVID-19.
A repeat swab test was done on July 19, yielding a negative result.
She was discharged the following day but remains on home quarantine.
Meanwhile the first two Delta variant cases, a couple, were confirmed to have such on July 16. The husband recovered but the wife died.
“Upon recommendation by the Municipal Inter-Agency Task Force (IATF) COVID-19 with thorough consultation with the Barangay Health Emergency Response Team (BHERT) of Barangay Carmen, a proactive and immediate action has to be undertaken to contain and prevent the spread of COVID-19 in the area,” stressed Mayor Sanchez.
The granular lockdown of Barangay Carmen has the following rules and regulations:
* mandatory stay at home order – All residents shall stay at home and movement outside their homes shall be limited only for accessing basic necessities, seeking medical attention and APORS (Authorized Persons Outside Residence). The Punong Barangay shall authorize to issue quarantine pass such as market pass for accessing basic commodities, working pass for residents who are considered APOR, and special pass for the Barangay Health Emergency Response Team.
* closure of business and other establishments – All establishments for public or private use within the vicinity / portion of Oirola Street, Rodillion Street and Zaldivar Street shall be closed except for those delivering and/or offering essential services such as food, water, medical and emergency services such as pharmacy and hospitals.
* border control – All entry and exit points of Barangay Carmen shall be closed except on important or unavoidable circumstances per approval by the BHERTs with the clearance from the Municipal IATF provided it shall not disrupt the purpose and intent of this order.
* construction and other livelihood may be allowed – Construction and other livelihood in the barangay may be allowed provided it shall not require physical contact and is only limited to residents or the workers does not have to go in and out of the barangay within the duration of this order.
* monitoring of COVID-19 symptoms – Barangay residents are enjoined to report immediately any COVID-19-like symptoms such as fever, cough, colds, sore throat, body ache, dizziness, and/or loss of taste and smell to the Barangay Health Emergency Response Team. The BHERTS refer the concern to the Municipal Health Office for proper medication and action.
* strict observance protocols – Ordinances and other legal issuances consistent to observance of health protocols such as wearing of face masks shall be strictly enforce./PN
