BACOLOD City – The National Grid Corp. of the Philippines (NGCP) hopes lawmakers approve the measure criminalizing the deliberate placement or construction of obstructions at the right-of-way clearances of power lines.
The “Anti-Power Line Disturbance Act” prohibits planting and the construction of any structure under or within the right-of-way clearance of all power transmission and distribution lines, and provides penalties for violation.
Last month the House of Representatives’ energy committee tackled House Bill No. 3351, with Rep. Carlos Roman Uybarreta presenting, the Romblon Electric Cooperative, or Romelco, said on its website.
During typhoons, electric poles are toppled mainly by structures or vegetation/trees that usually fall on them, Uybarreta explained.
House Bill No. 3351 aims to address the constant threat to power grid security and public safety from “the practice of unscrupulous people and uncooperative landowners of deliberately planting vegetation or putting up structures underneath power lines and towers” and “demanding big amounts before allowing access to their property,” the NGCP said in a news release.
Such obstructions are “hazards to power lines because contact or any incident involving the same may lead to tripping,” the NGCP said.
And such incidents have led to widespread power disruptions and delays in repair and maintenance work of the transmission line operator, distribution utilities, and electric cooperatives, it added. (PIA/PN)
