
ILOILO City – Mayor Jerry Treñas ordered the arrest of people leaving their houses without quarantine passes.
The city remains under an extended enhanced community quarantine where the movement of people is restricted to prevent the further transmission of coronavirus disease 2019 (COVID-19).
“Everyone should have his quarantine pass. Ang waay quarantine pass sa dalan i-dal-on sa police station and i-detain,” said Treñas yesterday.
He ordered the personnel of the Iloilo City Police Office, Philippine Army and Public Safety and Transportation Management Office manning quarantine control points to enforce his order.
Aside from checking quarantine passes, Treñas said, quarantine control point officers should also get data from the people such as where they came from and the purpose of their leaving their houses.
Under his Executive Order No. 068-A, only the following may leave their houses:
* persons with quarantined passes
* persons who work in establishments allowed to operate (provided they present a bona fide identification card and certificate of employment)
* airline and aircraft employees, pilot, crew, ship captains and crew
* construction workers for quarantine facilities; those from the health sector; those in emergency work, flood control and disease risk reduction
* pastors, priests, imams or such other religious ministers whose movements shall be related to the conduct of necrological or funeral rites
* humanitarian assistance personnel from civil society organizations, non-government organizations and United Nations-Humanitarian Country Teams as well as individuals performing relief operation to augment the government’s response against COVID-19
* all agencies and instrumentalities of the government, especially health and emergency frontlines, border control and other critical services
* officials and employees of Foreign Diplomatic Missions and international organization accredited by the Department of Foreign Affairs provided that they will operate with a skeleton workforce, unless a different operational capacity is provided
* employees of the Philippine Portal Corp. at a capacity necessary to maintain the prompt delivery of services to clients
* employees of the Philippine Statistics Authority, at a capacity necessary to conduct data gathering and survey activities related to COVID-19 and the registration and implementation of the national identification system
* payroll managers and other such employees that may be required to process payrolls
Section 8 of Treñas EO read: “All persons who need to go either to buy food, basic commodities or to the hospital or pharmacy or drugstores shall be requires to present the Barangay Qurantine Pass while moving: (a) within Iloilo City, or (b) entering the borders and city limits of Iloilo City for the period of the enhanced community quarantine…”
Meanwhile, Section 7 (Restriction to Movement of Vulnerable Sectors) stated: Except to buy medicine, food, to go to hospitals, or to seek medical consultation and care, the following persons shall be prohibited from leaving their respective houses:
* persons 60 years old and older
* persons below 21 years old
* persons with immunodeficiencies, co-morbidities and other risk factors
* pregnant women
* persons with disabilities/PN
Been ordered to stay home indefinite. I am 69 and if I need to go buy food then I will. This is not a democracy, after 2 months of lockdown I am sick and tired of this. I will not now be treated like a criminal, WHAT you say. Seems like being a little elderly is a crime in this country. Then catch me and lock me up just because I;m over 60 and NEED to go out. How many suicides has happened because of this rule. REMEMBER, over half those infected and been hospitalised are under 60, yet we over 60 are being treated the worst. And don’t give me the bullshit about being the most vulnerable when statistics say otherwise. Yes, a majority of deaths seem to be elderly but most of those elderly had other medical conditions. This Government may as well have MARTIAL LAW, we are almost at that point. You are not helping those over 60 at all, if anything you are killing them, and they are the ones that made this country strong
