KALIBO, Aklan – The Sangguniang Bayan (SB) wants to regulate body piercing and tattooing in this capital town.

The proposed ordinance, which is currently being drafted, will be imposed to both minors and adults, SB members said.

Reports circulated that some high school students, who form groups, were getting their bodies pierced and tattooed in some households in the town.

While SB member Cynthia Dela Cruz agrees that tattoos and piercings are “forms of self-expression,” she said health risks while getting them must also be considered.

“[There] is a huge possibility of getting infected with the HIV (human immunodeficiency virus) or AIDS (acquired immune deficiency syndrome),” said Dela Cruz.

The Municipal Health Office (MHO) must regulate body piercing and tattooing practices in the town, Dela Cruz thus stressed.

Under the proposed ordinance, piercing and tattooing must be conducted only in parlor shops with piercers and tattoo artists who follow safety guidelines that will be set by the SB.

The piercers and the tattoo artists must also undergo “rigorous training” from the MHO, Dela Cruz said.

“Tattooing is the procedure of putting ink into the cut skin by needle or machine. [There] are possible effects, [including] allergy to dye, blood-born disease like hepatitis, tetanus infection, [and] AIDS infection, among others if not done in a hygienic manner or the equipment are not well cleaned and sterilized,” Dela Cruz added.

The SB will be holding a public hearing for the proposal.

“We would listen to everyone –  from resource persons to artists – to consider their sentiments before coming up with a legislation,” Dela Cruz said./PN
