BACOLOD City – Philippine National Police (PNP) chief, Police General Guillermo Eleazar lauded the personnel of the Negros Occidental Police Provincial Office (NOCPPO) and the Bacolod City Police Office (BCPO).
Eleazar visited this city and province over the weekend. He met with the province’s officials before heading to the to NOCPPO headquarters at Camp Alfredo Montelibano. He led an awarding ceremony there.
Eleazar praised the Talisay City police station, saying “everything was orderly”.
He also praised the personnel of the Cadiz City police station headed by Police Lieutenant Colonel Rocky Desear for their speedy resolution to the recent robbery and murder of Jessica Ducay, a local high school teacher.
Yesterday morning, Eleazar visited the BCPO’s Police Station 1 on San Juan Street.
Just like his visit in Talisay, he scrutinized and inspected the station and its records.
Although Eleazar noted that the building was “not yet up to standards”, he still praised its personnel for keeping the police station “clean and excellently maintained”.
He then went to the BCPO’s headquarters on Magsaysay Avenue to also award the best performing units and personnel.
The country’s top cop also paid a visit to Mayor Evelio Leonardia and committed the police to partner with the local government in enforcing the minimum public health standards amid the threat of coronavirus disease 2019.
Eleazar said he only has six months to place all of the police stations and offices in the country in order, and get rid of the erring cops.
He also explained the importance of junking the “padrino system” (use of backers) and replacing it with the “nameless and faceless” system of recruitment of new police officers via a quick response code.
Eleazar pointed out that such a system robs the PNP of successfully hiring personnel who are far more capable, performing and deserving.
“Nandyan na ang lahat na programa, doktrina at polisiya sa ating roadmap. Ang kulang na lang ay strict implementation and effective supervision,” Eleazar said.
He reminded both NOCPPO and BCPO to always perform at their best, and keep their offices presentable to the public.
“Dapat makita [ng mga tao] na presentable at maayos na opisina, hindi ‘yung madumi o mapanghi. Dahil kung ganun, anung klaseng respeto ang makukuha natin sa [publiko]?” Eleazar added.
He further reminded the police forces that their stations are the “window to the soul of the PNP.”/PN
