MANILA – The Land Transportation Franchising and Regulatory Board (LTFRB) was asked to “explain the science” behind its policy that limits the number of transportation network vehicle service (TNVS) cars.
Only 45,000 TNVS units may operate in Metro Manila and nearby provinces, while only 500 and 200 cars may ply the roads of Metro Cebu and Pampanga, respectively, LTFRB’s Memorandum Circular No. 2018-003 stated.
Sen. Grace Poe posed a series of questions on Monday: “What’s the math used in this decision? What were the parameters used, like demand and supply?”
“Some formula [must] have been used because these figures…cannot and should not be plucked out of thin air,” said the chairwoman of the Senate Committee on Public Services.
Poe stressed that the basis must be factual. “Ilabas nila ang minutes ng meetings and consultations,” she said. “Such disclosure of a public document is what the (Freedom of Information) rules, issued by the President, require.”
She clarified that she only wanted to know the “baseline data” and “forecast model” behind the LFTRB policy – specifically, if the customers were consulted.
“Meron bang survey? Tinanong ba sila? Nakuha ba ang pulso ng mga taong unang maapektuhan ng bagong patakaran?” said Poe.
In a statement, LTFRB chairman Martin Delgra explained that “dual citizens” prompted the creation of the new policy.
“Dual citizens,” according to Delgra, are TNVS operators and/or drivers “accredited by more than one (transportation network company, or TNC).”
The TNVS limit was “determined from the relevant data given by the leading TNCs, taking into consideration churning rate, percentage of full-time and part-time TNVs, peak and off-peak hours and average daily bookings, among others,” he added./PN
