ILOILO City – Barangays in this city have been ordered to organize their respective inventory teams in preparation for a smooth transition when a new set of barangay officials assume their posts after the May 14, 2018 elections.
Memorandum Circular 2018-12 of the Department of Interior and Local Government (DILG) directed all barangay captains to issue an executive order (EO) for the organization of the team, said Atty. Ferdinand Panes, director of DILG – Iloilo City.
The team will be composed of the barangay captain as chairperson, two barangay councilors, secretary, treasurer and two representatives from civil society organizations or faith-based organizations.
“This is in preparation for the conduct of barangay elections. When the new officials assume office, there will be a smooth turnover of properties, monies and documents,” said Panes.
The barangays are required to furnish DILG with a copy of the EO not later than Feb. 26 and conduct an initial inventory not later than March 9.
The Commission on Audit and the DILG must be furnished a copy of the inventory result not later than March 12.
Meantime, the final inventory will not be later than May 30. The inventory has to be posted in three conspicuous places and their official website if they have.
Panes said DILG has templates of the documents for inventory so it will be easier for barangay officials to identify the property of the barangays.
If there are lost documents or properties, then the outgoing officials have to explain.
Panes said there has to be a formal turnover prior to the assumption of the new set of barangay officials to office. The turnover must be witnessed by the DILG and barangay officials.
The turnover of office will be held not later than May 30, 2018. (PNA)
