BACOLOD City – A senior high school principal committed suicide after shooting to death a teacher and the latter’s husband at Uybico Bilbao National High School in Barangay Pook, Hinoba-an, Negros Occidental yesterday morning.
The principal was Warren Escosar. He killed teacher Almarisa Arroy and her husband Christopher.
According to the Hinoba-an police station, Escosar reported to school onboard his pickup then proceeded to shoot the Arroys, initially killing Christopher.
Almarisa ran towards one of the open classrooms to hide but Escosar chased her, eventually cornering the school teacher and shooting her in the face.
Escosar then returned to his pickup, got another gun – a .45 pistol – and shot himself.
Mayor Ernesto Estrao believed the shooting stemmed from a complaint filed against Escosar.
The school principal was reported to have received a notice from the 8888 Citizens Complaint Center regarding the alleged mismanagement of Uybico Bilbao National High School.
It is unknown if the Almarisa and her husband were the ones who contacted 8888 and complained against Escosar.
8888, also known as the President’s Hotline, is a 24/7 national public service hotline operated by the government. It was introduced on Aug. 1, 2016, by President Rodrigo Duterte to allow the public to report poor government frontline service delivery and corrupt practices in all government agencies, government-owned and controlled corporations, government financial institutions, and other instrumentalities of the government.
The 8888 Citizens’ Complaint Center is managed by the Office of the Executive Secretary which coordinates with the concerned government agency for the prompt resolution of public grievances and to provide feedback on the action taken on citizens’ concerns within 72 hours./PN
