ILOILO City â The Police Regional Office 6 (PRO-6) received a Silver Eagle Award in the third phase of the Performance Governance System (PGS) evaluation of the Philippine National Police.
The awarding was held on Jan. 15 in Camp Crame. Chief Superintendent Cesar Hawthorne Binag, regional police director, received the award â the third for the PRO-6.
âThe Gold Eagle Award is the highest award, but getting the silver trophy is not easy, too,â said PRO-6 spokesperson Superintendent Gilbert Gorero.
PGS is a performance management system that uses the âbalanced scorecardâ technology. Through the PGS, the organization gets closer to attaining its vision through the efficient execution of its strategies that leads to results. Instead of measuring and monitoring only the organizational output, the PGS, will more importantly measure the impact of the programs, projects, and activities to its employees, customers, stakeholders, the government, and the country.
According to Gorero, the PGS has four stages: Initiation, Compliance, Proficiency, and Institutionalization.
The Initiation stage focuses on the setting of the overall direction of the organization, including its strategies, outcomes, and key success indicators. In this stage, the organization goes through defining its value chain, performs environmental scanning, identifies its inefficiencies and vulnerabilities to corruption.
The Compliance stage focuses on the alignment of strategies; creation of a Multi-Sector Governance Coalition composed of internal and external stakeholders who will be part of the governance process; formally integrating the role and responsibilities of the Office of Strategy Management with the Policy, Planning, and Management Division; and crafting a communication plan.
Both the Proficiency and Institutionalization stage focus on validation and assessment./PN
