SAN JOSE, Antique – Provincial Board members urged barangay officials to take the lead in promoting children’s rights.
Village officials must put children’s rights and well-being at the center of their development agenda, they said in a resolution.
A “child-friendly society” is characterized by a culture of care and protection for all children, the Board members said.
The resolution, according to Board member Egidio Elio, was “an offshoot of the first Cabinet meeting of President Rodrigo Duterte.”
At the time, the President “directed the Department of the Interior and Local Government to communicate with all barangay officials [regarding] their role in the promotion of children’s rights and welfare,” he said.
Elio, chairman of the committee on education, health, sanitation, and social services, said the Board members were reminding the barangay officials of such roles, especially in observance of the National Children’s Month this November.
The Board members said they must ensure that programs, projects and activities for the welfare, development and protection of children are included in the Comprehensive Barangay Development Plan.
Such projects and programs must be “rights-based, age-appropriate, gender-responsive, and culturally appropriate.”
This year’s National Children’s Month has the theme “Komunidad at Pamahalaan Magkaisa, Pang-aabuso sa Bata Wakasan Na.”
“They must enact and enforce rights-based local ordinances for children and ensure that programs, projects and activities are supported by adequate human and financial resources for efficient and effective implementation, and to strengthen structures and systems for the welfare, development and protection of children, with emphasis on the Barangay Council for the Protection of Children,” the Provincial Board said.
