BACOLOD City – Casual employees of the city government should be enrolled in the Social Security System (SSS), according to the Sangguniang Panlungsod.
In a resolution, the city councilors asked Mayor Evelio Leonardia to implement the Department of the Interior and Local Government Memorandum Circular No. 2014-83 dated July 18, 2014.
Under the memo, local governments shall ensure the SSS self-employed coverage of all contractual and job-order personnel engaged through a contract of service with them but not covered by the GSIS (Government Service Insurance System) law.
Several people have been employed at city hall for years only as job-order and contractual workers, said Councilor Cindy Rojas, author of the resolution.
“These employees [get no] benefits from the city (government),” she said.
Approved on Thursday, the resolution stated the SSS has partnered with the DILG to ensure the social security coverage of contractual and job-order personnel.
Under the SSS Expanded Self-Employed Program, contractual and job-order personnel in government not covered by the GSIS law may apply for SSS coverage “to have protection against the hazards of disability, sickness, maternity, old age, death, and other contingencies that the SSS offers.”
