PSA-Guimaras, DSWD partner to authenticate over 4,000 4Ps beneficiaries

GUIMARAS – The Philippine Statistics Authority (PSA)-Guimaras successfully implemented the Philippine Identification System (PhilSys) authentication for the Pantawid Pamilyang Pilipino Program (4Ps), reaching a total of 4,572 beneficiaries in April 2024.

“As directed by National Statistician and PSA Undersecretary Claire Dennis S. Mapa, Civil Registrar General, and Department of Social Welfare and Development (DSWD) Secretary Rex Gatchalian, the province of Guimaras also started the ePhilID/PhilID authentication for 4Ps beneficiaries in mid-February,” Provincial Statistics Officer Nelida B. Losare said.

She added: “This identity verification is being done through biometric authentication using the PhilSys Authentication Application to avail of the Family Day Session (FDS) equivalency.”

FDS is a monthly activity that beneficiaries should complete and attend under the DSWD guidelines, designed and expected to build and strengthen the capabilities of Pantawid families.

Losare explained that under the PhilSys authentication process, 4Ps beneficiaries already registered to PhilSys shall present their PhilID or ePhilID.

“The PSA personnel will encode the PhilSys card number and scan their fingerprint through the PhilSys Authentication Application, which will show if the individual has a matched record in the PhilSys registry,” Losare said.

“This will then be recorded on an attendance sheet that will be signed by the PSA and DSWD representatives,” she added.

She also expounded that the process allows easy verification of the beneficiary’s identity and compliance to the FDS requirement.

The PSA-Guimaras also conducted registration services and ePhilID issuance at the FDS to register those unregistered 4Ps beneficiaries, including their one- to four-year-old children.

Losare assured that PhilSys Guimaras will continue its collaboration with DSWD to successfully authenticate the other remaining 4Ps beneficiaries in the province before the Office Memorandum regarding the commitment of the PSA to register DSWD beneficiaries and their dependent children will end on June 30 this year./PN
