BACOLOD City – The city government is reviving the home quarantine pass (HQP) system and border control checkpoint to limit the movement of people and reduce coronavirus disease 2019 (COVID-19) transmission.
Mayor Evelio Leonardia reinstated these measures through Executive Order No.58 beginning Sept. 3 until Sept. 15 as the metro reverted to general community quarantine.
Every household in a barangay will be issued with only one HQP with corresponding control number.
HQPs are transferrable. It allows four household members in or out of the barangay.
HQPs ending the odd numbers 1,3,5,7 and 9 shall be permitted to leave their houses and use the HQP on Mondays, Wednesdays, and Fridays while those ending with even numbers 2, 4, 6, 8, and 0 shall be allowed during Tuesdays, Thursdays and Saturdays.
On Sundays, no HQP holders shall be permitted to leave their houses.
Senior citizens considered as high risk and minors are not qualified for this authorization.
But the HQP reinstitution does not mean the city will be again placed under a more stringent quarantine regime, Vice Mayor El Cid Familiaran clarified.
Familiaran, who chairs the city’s Inter-Agency Task Force against COVID-19, said the HQP system is only applicable for unemployed individuals and those who will go out to buy essentials.
“For those employed individuals, HQP is no longer necessary. They just have to present their company identification cards at checkpoints. Vendors, on the other hand, have to present their business registration,” Familiaran said.
The issuance of HQP in the city’s 61 barangays is currently ongoing.
He also disclosed that effective Sept. 3 to 15, the new curfew hours will be from 10 p.m. to 4 a.m.
