BACOLOD City – This capital city is proposing to update real property tax (RPT) next year.
This was after City Assessor Maphilindo Polvora held a consultation with some of the businessmen here in preparation for the proposed RPT increase.
During the term of then mayor Monico Puentevella in 2014, the Sangguniang Panlungsod approved City Ordinance No. 08-14-700 updating the market value of real properties in the city.
However, Proxima Centuari Realty and Development Corp. and Bacolod Real Estate Development Corp. (Bredco) appealed to the Department of Justice (DOJ) regarding the ordinance. In February 2015, the DOJ declared the ordinance null and void.
When then city mayor Greg Gasataya took over during the preventive suspension of Puentevella, the RPT rate was reverted.
Polvora said that for almost 10 years, the city has not updated its RPT rates when the update should be mandatory.
Recently, the city assessor met with the representatives of the Chamber of Real Estate Builder’s Association, Subdivision Housing Developers Association Negros Occidental chapter, Bredco and other stakeholders, to present to them the proposed rate for real property tax.
Polvora said that during their meeting, the stakeholders requested for some changes in the proposed rate.
They are now waiting for the certification of the rates by the Department of Finance (DOF), he added.
The DOF should approve the rates first before it can be submitted to the Sangguniang Panglungsod for the enactment of an ordinance.
“This is the process which was not complied by the previous administration,” Polvora said.
The city assessor also plans to conduct a public hearing once he receives the certification.
“This is separate from the public hearing to be conducted by the City Council,” he said.
Polvora, however, declined to disclose the new rates since the City Council may still make adjustments.
“On our end, the increase will be within 200 percent to 400 percent of the value of the property and this will depend on the area,” he said./PN
