BACOLOD City – Councilor Renecito Novero seeks to revise the charter of the city-run Bacolod City College (BCC).

Novero authored a proposal that aims to reestablish the school’s organizational structure by creating new positions and redefining the functions of the college governing board, other offices and committees pursuant to the Higher Education Institution’s (HEI) mandate.

In his proposal, Novero cited Republic Act (RA) 7160, or the Local Government Code of 1991, which, among others, empowers local government units to establish its own local college or tertiary education program through an ordinance.

Novero also cited RA 7222, or The Higher Education Act of 1994, which created the Commission on Higher Education (CHED) as the regulatory body to supervise the operations of all universities and colleges in the country.

The proposal also cited the Civil Service Commission’s function as the central personnel agency of the government mandated to administer the employment system of government employees in all levels of government agencies.

Novero said there is an urgent need to update the organizational structure of the BCC so that it will be at par with the standards that the CHED has set for HEIs in the country.

“It is imperative to revise the existing ordinances creating BCC in order to harmonize the administrative regulations issued by the concerned agencies that affect the operation of the local college,” part of proposal read.
