ROXAS City – Legislative staffers of the Sangguniang Panlalawigan (SP) of Capiz wore black clothing during a recent session to express sadness over the ongoing verbal spat between two Provincial Board members.

The staffers were expected to wear the same color of clothing until the next session.

“We are saddened with what is happening in the SP,” SP secretary Zoe Herrera told this reporter in a text message.

Jonathan Besa filed a complaint against Eleuper Martinez before the SP ethics committee.

Besa accused the latter of flashing a “dirty finger” at him during an executive session.

On the other hand, Martinez — in a radio interview on May 19 — accused Besa of having extramarital affairs.

“We have lots of legislative matters that need to be acted on, not this kind of stuff,” Herrera added in the text message.

Martinez was expected to show evidence for his claims during their session on May 24 but was not around. He took a vacation leave.

Instead, he left an apologetic letter for Herrera to read. It was addressed to Gov. Antonio del Rosario, Vice Gov. Esteban Evan Contreras and the SP.

“What I need is for him (Martinez) to apologize publicly for besmirching my dignity and credibility,” Besa told this reporter.

But Martinez stood pat on what he did.

“I did not do anything wrong,” he told this reporter. “If I flashed a dirty finger at him, it’s because I was provoked.”

“But I will contemplate on it (public apology),” said Martinez.

Perhaps Martinez “forgot [about] his un-parliamentary and ungentlemanly act during our executive session on May 10,” Besa told this reporter.

“I am giving him (Martinez) until Wednesday to make a public apology,” said Besa. “If he cannot do it, I will proceed with the filing of the libel case against him aside from pursuing my complaint with the ethics committee.”/PN
