RTF-ELCAC approves resolutions; 86 more brgys cleared of CTG influence

CABINET Officer for Regional Development and Security (CORDS) Roy A. Cimatu has approved RTF-ELCAC VI TWG Resolution No. 01-2020, which endorses another 86 barangays in Region 6 after having been cleared from Communist Terrorist Group (CTG) influence.

The 86 endorsed barangays cleared of CTG influence were specified in two separate resolutions namely: RTF-ELCAC PLEDS Cluster Resolution No. 2020-01 which endorses 85 barangays, and Area Clearing Validation Board (ACVB) Joint Resolution No. 2020-29 which endorsed Brgy. Binolusan Pequeño, Calinog.

Initially, there were already 74 cleared barangays of CTG influence in the region endorsed by the Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) to the National Task Force-ELCAC. It now has an approved budget amounting to approximately 1.48-B allocated for their Barangay Development Program intended for FY 2021 implementation.

Out of the approved P16.44-billion national budget for the Barangay Development Program, Western Visayas will have approximately 1.48- billion allocation for the 74 barangays. Each barangay will receive Php-20 million for its development projects such as farm-to-market roads, brgy. health center, school building, universal healthcare, crops, livestock and fisheries and others.

The 74 barangays that are recipients of government’s interventions are the following: Bulan-Bulan in San Remegio, Antique; Cabladan in Sibalom, Antique; Carataya, Mahunodhunod, Puti-an and San Antonio in Cuartero, Capiz; Lapuz Norte, Sinikway, Tacas, Dungon A, Dungon B, and Ingore in Lapaz, Iloilo City; Indaluyon, Alameda, Igcabugao and Tigbanaba in Igbaras, Iloilo; Banbanan, San Jose and Wayang in Miag-ao, Iloilo; Igpaho, Badiangan, Igtuble, Igdampog Norte, Pinamacalan, Bato, Desposorio, Ayubo, Igdampog Sur, Ago, Ambarihon, Batga, Buenavista, Jona and Nagba in Tubungan, Iloilo; Banagan, Tacuyong Norte, Barangbang, Cararaan, Coyugan Sur, Gines, Manampunay, Nalbang, Paga, Marirong, Ayubo, Dorog, Baje, and Tacuyong Sur in Leon, Iloilo; Banago in Bacolod City; Libertad, Mabini, Malasibog, Pinapugasan, Washington, Binaguiohan, Buenavista, Dian-ay, Rizal, Udtongan, Alimango, Japitan, Langub, and Paitan in Escalante City, Negros Occ.; Buluangan, Guadalupe, Nataban, Quezon, and Codcod in San Carlos City, Negros Occ.; Caduha-an in Cadiz City, Negros Occ.; San Pablo in Manapla, Negros Occ.; Canlusong, in E.B. Magalona, Negros, Occ.; Estado and Gawahon in Victorias City, Negros Occ.; and Carabalan, Negros Occ.

Secretary Roy A. Cimatu stressed the importance of attaining the goals of Executive Order No. 70 or the Whole-of-Nation Approach to end local armed conflict and achieve sustainable development and inclusive growth for the Filipino people and the next generation.

“This is one of the most important program of the government. Tama na siguro ‘to, it has been fifty years. I was yet a lieutenant when we started fighting to end this armed conflict,” Cimatu said. He underscored the need to attain peace in communities deprived of the much-needed government interventions that would improve peoples’ lives due to local armed conflict.

Cimatu further cited that the barangay chairmen should be mobilized to lead this Barangay Development Program and involve the people. The program is aimed at alleviating poverty, address social injustice, enhance agricultural production and improve the quality of life of the people. This is to bring in inclusive growth to people in cleared barangays and to eventually attain sustainable peace and development in their areas in consonance with the goals of Executive Order No. 70 or the Whole-of-Nation Approach.(DENR 6)
