ILOILO City – Sanctions must be imposed on the contractor of the multimillion-peso drainage project that caused the temporary closure of an intersection, a city councilor said.

Sargasso Construction and Development Corp. was supposed to complete the work on General Luna-Jalandoni by May 26. But as of press time, work continues at the intersection and the area has yet to be completely passable.

According to R Leone Gerochi, he learned that the contractor can complete the work at the intersection next year yet.

A city ordinance provided for the closure of General Luna-Jalandoni from April 26 to May 26, and the two lanes of Jalandoni Street (beside University of San Agustin) from corner Delgado Street up to corner General Luna Street until the end of July.

The road closures were supposed to give way to the P100-million comprehensive drainage project that aims to address the perennial flooding in City Proper during heavy downpour.

“I will talk to my colleagues sa city council kon ano maayo nga obrahon para disiplinahon ni sila,” said Gerochi, chairman of the Sangguniang Panlungsod public works and transportation committee.

Classes are starting tomorrow. Gerochi is worried that the closure will hamper vehicular traffic.

Work on the drainage project covers four major streets: General Luna, Jalandoni, Rizal, and JM Basa. It promises to end flooding on Fuentes, Mabini, Quezon, and Valeria streets, among other areas in City Proper.

According to Gerochi, he may ask the Department of Public Works and Highways — through a resolution — to blacklist Sargaso Construction and Development Corp.

“I don’t know kon pwede ka-file kaso. Dapat ma-file ang city (government) kaso for damages,” the councilor said.

The contractor violated a city ordinance, and the Public Works department tolerates it, stressed Gerochi.

“They have repeatedly told me nga [in] one month matapos. I asked them, ‘Sigurado kamo ha?’ Siling nila ‘Huo man,” he said.

Gerochi was supposed to meet with the contractor Tuesday last week.

But the councilor was unable to as he had to attend the city council session. He sent a representative instead.

Ang gin-istoryahan to nila, indi nila matapos, next year pa nila matapos. Amo na ang indi ko maintindihan — kon ano ang tinutuyo nila sa project nila,” Gerochi said.

Drainage workers told Panay News yesterday they were clueless until when exactly they would work at the intersection. They referred the paper to their engineer, who was not around at the time.

Public utility jeepneys (PUJs) plying the Jaro Liko NFA and La Paz routes were already using the intersection yesterday, turning left to Jalandoni Street to use the passable lanes.

Some Baluarte, City Proper, Villa Arevalo PUJs were able to traverse past the University of San Agustin on General Luna without having to use the flyover.

All vehicles headed to the University of the Philippines Visayas from the rotonda at The Atrium will still have to use the flyover.
