ILOILO – The Search for the Most Outstanding Sanggunian in this province is on.
The launching ceremony will be held at the Sangguniang Panlalawigan (SP) Session Hall tomorrow.
This is part of the celebration of the province’s 122nd Founding Anniversary through “Semana sang Iloilo” from April 11 to 14, with the theme “122 Years of Championing Progress”.
Through Vice Gov. Christine Garin, the search was established with Provincial Ordinance No. 2022-288.
Garin said there are many Sangguniang Bayan (SB) members in the province who have exemplary accomplishments.
“Gusto ta man i-recognize sila, and at the same time gusto ta ma-replicate sang iban nga SB members,” Garin told Panay News.
The ordinance also aims “to pave the way for rooms of improvement, innovations, and best practices in the Sanggunian of the component units of the province of Iloilo instrumental in achieving its vision and mission designed to promote the general welfare of its constituents.”
Garin said tomorrow’s event will be just a launch to encourage the Sanggunian from Iloilo’s 42 towns and one component city to step up their performances this year.
Vice mayors and SB member secretariats will be invited during the launch.
The following will be the mechanics for the search:
* The Sanggunian of the component municipalities and cities shall be evaluated by the Provincial Legislative Awards Committee (PLAC) based on the performances, innovations, and best practices of a local legislative body.
* The search mechanics shall be the basis of the evaluation of each Sangunian.
* The coverage of the evaluation shall be from Jan. 1 to Dec. 31 of the previous year.
* The evaluation shall start on the third week of January and end on the third week of February.
* The winners of the Search for the Most Outstanding Sanggunian shall be awarded during the “Kaadlawan sang Iloilo” held every April.
The following shall be the basis on which PLAC members choose the winner:
* Presence of legislative agenda
* Availability of legislative documents
* Effectiveness of performance of the Sanggunian Bayan/Panlungsod
* Efficiency of the performance of Sanggunian
* Legislative citations and awards
* Capacity development for legislators and staff
* Innovations and best practices
The Search for Most Outstanding Sanggunian will be divided into two categories.
Category A will be composed of a city and first- to second-class municipalities, while Category B will be composed of third- to sixth-class municipalities.
Awards
* Champion – P100,000 cash prize and plaque of commendation
* First runner-up – P75,000 cash prize and plaque of commendation
* Second runner-up – P50,000 and plaque of commendation
* Third runner-up – P25,000 and plaque of commendation
The cash award shall be exclusively used for the implementation of programs, projects and activities to further improve the operation of the Sanggunian.
The provincial government allocated an initial P750,000 budget for the implementation of the Search for Most Outstanding Sanggunian./PN
