MANILA – A bill seeking to prevent the Philippine Amusement and Gaming Corp. (Pagcor) from operating gambling casinos has been filed in the Senate.
Senate Bill No. 1471 mandates Pagcor to focus on its regulatory functions.
“To promote a level playing field in the gambling industry and avoid conflict of interests, Pagcor should cede its role as operator of all gambling and gaming activities,” said Sen. Panfilo Lacson, author of the bill.
“Through such manner, it can focus and but premium to its regulatory authority, which is its governmental role,” Lacson said.
Under the bill, existing Pagcor casinos shall be privatized one year after the measure is passed. Proceeds from the sale of the assets shall be remitted to the Bureau of Treasury for appropriation by Congress.
The bill also seeks to consolidate Pagcor’s authority to regulate newly developed gaming and gambling activities, premises and technologies, like online gaming sites.
Pagcor shall also ensure that gambling and gaming won’t promote illegal activities such as money laundering and terrorist financing, it stated.
“The bill’s provision of unequivocal regulatory authority to Pagcor seeks to revitalize the operation of gaming operations to generate funds and implement priority programs,” said Lacson.
Earnings from Pagcor will fund necessary programs for socioeconomic development, including the military’s modernization, he said.
Likewise the bill seeks to prevent the licenses Pagcor issues to gaming operators from being used in criminal activities.
The bill proposes an “exhaustive” investigation of applications for licences “to ensure that gaming is kept free of corrupt or criminal influences.”/PN
