SK officers can’t assume posts sans training

ILOILO City – All newly elected Sangguniang Kabataan (SK) chairmen and councilors must undergo training with the Department of Interior and Local Government (DILG).

This training is mandatory, said DILG-Iloilo City director Atty. Ferdinand Panes, citing the SK Reform Act.

“No training, no assumption of office,” stressed Panes.

An SK chairman who fails to attend the training won’t be allowed to participate in the SK federation election, too, he added.

Iloilo City has 180 barangays but two (Libertad-Santa Isabel and Tanza Timawa 1) do not have SK chairmen; no one ran for the post in the recent election.

The first batch of training starts today (May 17) for SK officials in the district of La Paz.

SK officials in City Proper barangays will be next on May 21; for Jaro barangays, May 24; and Molo, Arevalo, Mandurriao, and La Puz barangays, May 26.

The mandatory training will cover the following areas:

* governance and decentralization

* SK history and salient features

* holding meetings and making resolutions

* planning and budgeting

* code of conduct and ethical standards for public officials

During their incumbency, SK officials are also required to attend trainings prescribed by the National Youth Commission (NYC) and the DILG.

“Deliberate failure to attend the mandatory and continuing  training programs shall be grounds for disqualification and/or removal from office,” according to NYC commissioner James Ventura./PN
