SolGen: Quo warranto case vs Alice Guo to be filed in 2 weeks

MANILA – The Office of the Solicitor General (OSG) is planning to file a quo warranto petition against suspended Bamban, Tarlac mayor Alice Guo in about two weeks or within this month.

According to Solicitor General Menardo Guevarra, they are still collating pieces of evidence against Guo even as he described as a “breakthrough” the discovery of her Chinese nationality.

“Dahil nga sinasabi na hindi siya Filipino…ibig sabihin hindi siya pupuwedeng tumakbo o maghawak ng isang public office,” Guevarra said in an interview with TeleRadyo Serbisyo.

“Mas matibay ngayon kumpara sa time na hindi pa lumalabas ‘yung ganyang ebidensiya,” Guevarra added, referring to the identical fingerprint discovery between Guo and Chinese passport holder Guo Hua Ping.

A quo warranto petition is an exclusive power by the Solicitor General to remove a public official who it deems holding their position unlawfully because they are unqualified or ineligible for the position.

Guevarra also said they are preparing another petition against Guo, which he did not detail for “security reasons”, that will filed this week.

Sen. Sherwin Gatchalian was the one who first raised suspicions that Guo is the same person as Guo Hua Ping, citing documents from the Board of Investments (BOI) and the Bureau of Immigration.

The identity of Guo was put in question as she claimed in a Senate hearing that she has forgotten or has no knowledge of her personal details like her place of birth and name of school attended.

Guo only has a certificate of live birth, wherein it was declared that her father is a Filipino, but her father’s business records show that he declared that he is a Chinese national.

Additionally, Guo only registered as a voter in 2021 and won the mayoral election in Bambam town in Tarlac in 2022 despite having no background in politics.

Guo is being questioned for alleged involvement in an illegal Philippine Offshore Gaming Operation (POGO) hub in Baofu compound, which is located in Bambam, Tarlac./PN
