SolGen to file quo warranto case against ‘Chinese mayor’

MANILA – The Office of Solicitor General (OSG) will file a quo warranto case against suspended Bamban, Tarlac mayor Alice Guo as soon as possible after being proven that she is Chinese passport holder Guo Hua Ping.

According to Solicitor General Menardo Guevarra, the National Bureau of Investigation (NBI) findings that Alice’s fingerprints were identical to that of Hua Ping will expedite their legal action.

“The NBI’s finding is the breakthrough that the OSG has been waiting for. It clears up many questions about the mayor’s true identity, including her citizenship. It will surely expedite our legal action,” Guevarra said in a statement.

“We will be filing the quo warranto petition against Alice Guo as soon as possible. We’re revising our existing drafts in the light of the NBI finding,” he added.

A quo warranto proceeding is a legal remedy to determine a person’s right or title to a public office and to oust the holder from its enjoyment.

Sen. Sherwin Gatchalian was the one who first raised suspicions that Guo is the same person as Guo Hua Ping, citing documents from the Board of Investments (BOI) and the Bureau of Immigration.

The identity of Guo was put in question as she claimed in a Senate hearing that she has forgotten or has no knowledge of her personal details like her place of birth and name of school attended.

Guo only has a certificate of live birth, wherein it was declared that her father is a Filipino, but her father’s business records show he declared that he is a Chinese national.

Additionally, Guo only registered as a voter in 2021 and won the mayoral election in Bambam town in Tarlac in 2022 despite having no background in politics.

Guo is being questioned for alleged involvement in an illegal Philippine Offshore Gaming Operation (POGO) hub in Baofu compound, which is located in Bambam, Tarlac./PN
